VI. Legislative Procedures of the European Parliament
The EU operates in a unique way. The countries that make up the European Union (EU "Member States") are independent sovereign countries, but they concentrate on exercising sovereignty to gain collective power and influence that a single country does not have. Unlike the United States, the European Union is not a federal system, nor is it an organization responsible for coordination between governments like the United Nations.
