  First, the key work situation

  (1) Strengthen the interaction between the government and the people and respond to social concerns.

  Pay attention to people’s livelihood hotspots. Improve the online political response platform, and carry out questions and opinions collection for netizens. Dynamically update the acceptance and handling of the mayor’s mailbox, and sort out the hot issues such as social security, transportation, population management, and children’s enrollment that netizens are concerned about, so as to facilitate online inquiry by netizens.

  Strengthen publicity and reporting. Focusing on the theme of "resolving, rectifying and promoting", the People’s Daily, Xinhua News Agency, Beijing Daily and other central and municipal mainstream media were invited to publicize and report, and successively launched such key reports as "the restoration of the imperial city in Nanbeichizi Street", "the largest illegal construction in the air in the south axis", "Longtan Street is the first alley overhead line in the city" and "the 700-year-old Yuhe River reappears" water crossing the street ". Focus on the key work and major activities in the whole region, and publicize and interpret the key work of the city and district successively, such as the restoration of Sanlihe River system in Qianmen, the slimming of Nanluoguxiang, the appearance of May Day in Xinjie Street, the overall improvement of Wangfujing environment, the renovation of Wangtan shantytown, the renovation of Xiheyan, the installation of elevators in old communities, the drama festival in Nanluoguxiang and the imperial academy Chinese Culture Festival in Confucius Temple, so as to let the public know the progress and effectiveness of all the work in time.

  Strengthen public opinion guidance. Open the channels of public opinion feedback, improve the ability to deal with sudden public opinion, receive the feedback on the day of media exposure and opinions and suggestions in the relevant areas, actively deal with network sudden public opinion such as expropriation projects, street improvement and hutong repair, and guide public opinion.

  Suggest that the results of the proposal be made public. In the "digital dongcheng" website to set up a column of "suggestions and proposals for handling", take the initiative to disclose the answers to suggestions and proposals involving public interests and widespread social concern, respond to concerns in a timely manner, and accept supervision by the masses.

  (B) to carry out policy interpretation

  Read the file synchronously. Establish and improve the working mechanism of "synchronous research, synchronous deployment and synchronous promotion" in interpreting important policy documents, and make a detailed interpretation of the policy documents closely related to the interests of the masses, such as enrollment in compulsory education in Dongcheng District, the "Thirteenth Five-Year Plan" for education, the reform of medical and health system, the contract service for family doctors, and the national fitness plan.

  Enrich the interpretation form. In addition to the general text question-and-answer interpretation, it is also publicized and interpreted by holding press conferences, news briefings, publishing articles in various media of the central and municipal governments, and making a series of animated short videos. 212 press conferences and news briefings were held throughout the year, and 17,353 articles were published in various print media of the central and municipal governments.

  (C) lay a solid foundation and promote the pilot project of making government affairs public.

  Improve the open leadership system of government affairs. Combined with the actual work of government affairs disclosure, the leading group of district government affairs disclosure was adjusted. The leader was the Standing Committee of the District Party Committee and the executive deputy head of the district, and the member units were adjusted to 47 units, including the District Secrecy Bureau, the Propaganda Department of the District Party Committee, the District Government Office and the District Development and Reform Commission, which were responsible for overall planning of government affairs disclosure in the whole region and studying and solving important problems in government affairs disclosure in the whole region.   Improve the system of open government affairs. Formulate and issue the Guiding Opinions on Strengthening Government Affairs Openness in Dongcheng District and Guiding Opinions on Handling Government Information in accordance with the Application for Disclosure, and standardize the work of policy interpretation, disclosure of major administrative decisions, management of official document disclosure attributes and handling of government information in accordance with the application for disclosure.

  Sorting out the key points of government affairs disclosure. We issued the Essentials of Open Government Affairs in Dongcheng District in 2017, and put forward 65 tasks in eight aspects, including healthy social and economic development, improving service management level, industrial transformation and upgrading, improving people’s livelihood, resolving non-capital functions, environmental improvement, interaction between government and people, and mechanism construction. We will continue to deepen information disclosure in key areas such as power and responsibility list, use of financial funds, major construction projects, environmental protection, and social assistance, and continuously improve the transparency of government work.

  Implement the open list of government affairs in key areas. We will refine the task of making government affairs public in key areas, and implement the responsible subject for each content standard of 300 directory information in 40 areas at the district level and 200 content standards of 47 directory information in 10 areas at the street level, and make clear the systematic, industrial and operational standards, so as to realize the quantification, assessment and good supervision of the public work.

  Clarify the task of the pilot project of making government affairs public. Formulate the pilot work plan and implementation rules, refine the work tasks, clarify the division of work and time nodes on the basis of the overall planning and arrangement of the pilot work, focus on formulating the full list standard of government affairs disclosure, and improve the whole system process of government affairs disclosure. Focus on innovation and exploration in five aspects: policy interpretation, open decision-making, open meeting and public participation.

  Strengthen the normalization supervision of government website content construction. Entrust a third-party professional monitoring organization to conduct normalized website inspection on digital dongcheng portal and street websites of various departments in Dongcheng District from eight aspects: website health (website availability, information release, interactive communication, service, etc.), management mechanism construction, netizen message handling, linkage release of important policy information, and cooperation and co-construction. In 2017, "digital dongcheng" website updated 54,567 pieces of information, with 972,513 website visits in the whole year. The website group system covers 133 sub-stations of 92 districts and units, which plays an important role in improving administrative efficiency and enhancing government credibility.

  Strengthen the authoritative release of government gazette. Edited and published seven bulletins, published 177 government regulations, normative policy documents and reports, and sent about 2,500 paper bulletins to various departments, streets and communities. Timely release of electronic bulletin, improve the utilization and timeliness of electronic bulletin.

  Strengthen the public assessment of government affairs. We will improve the assessment criteria for open government affairs and strengthen the supervision and implementation of the annual key tasks and the construction of information content on government websites. Introduce a third-party evaluation agency, set up a scientific evaluation index system, and comprehensively evaluate the government information and government affairs disclosure of departments and streets in the whole region.

  II. Information disclosure in key areas

  (A) to open government affairs to help non-capital function relief

  Through setting up a column of "Resolving and Renovating to Promote Promotion" and carrying out special reports, we will fully publicize the progress of the special action of resolving key non-capital functional projects and "Resolving and Renovating to Promote Promotion". Timely release the completion of general manufacturing, market and logistics centers. Timely release the information on the rectification work of "opening the wall and drilling holes". Publicize the punishment information of unlicensed operation in the work of resolving and rectifying according to law.

  (B) to open government affairs to help the healthy development of the economy and society

  Promote the information disclosure of the coordinated development of Beijing-Tianjin-Hebei. Timely release cooperation information in the fields of commerce, education, talents, medical care and disabled people’s undertakings in Beijing, Tianjin and Hebei.

  Promote the disclosure of economic expectation information. Timely release important indicators of economic and social development in the whole region and interpret the economic situation. Release and interpret industrial and employment policies that have a significant impact on market expectations, and timely and accurately convey policy intentions. According to the monthly disclosure of fiscal revenue and expenditure, interpret the changes and reasons of fiscal revenue and expenditure increase and decrease.

  Promote information disclosure of major construction projects. Publish the catalogue of key construction projects, and timely publish information on matters such as tender announcement, bid winning publicity, construction permit, completion acceptance filing, and "double random" inspection results. Timely release important node information of major construction projects.

  Promote the disclosure of government procurement information. Through the government procurement information publishing platform, timely publish the procurement documents, the announcement of winning the bid, the procurement contract and other information of government procurement projects.

  Promote the disclosure of financial audit information. Promote the disclosure of audit results of departmental budget implementation and draft final accounts, promote the disclosure of audit results of special funds of district audit departments, and timely disclose information on problems and rectification found in annual budget implementation and other fiscal revenue and expenditure audits.

  (C) to open government affairs to help improve the level of service management

  Standardize and improve the list of powers and responsibilities at the district level. Further adjust and standardize the list of district-level powers and responsibilities, and publish them in the public column of "Beijing Dongcheng District Power List" on the website of digital dongcheng in time. Further streamline all kinds of administrative functions and powers, and realize the "five unification" of the same basic elements of administrative functions and powers (name of the matter, basis for setting, subject of implementation, category of functions and powers, and code of the matter) and municipal matters in the power list of district government departments. Publicly release the general responsibility list for the operation of administrative functions and powers of district government departments in a timely manner, and compile and release five special responsibility lists: emergency rescue for emergencies, emergency support for road traffic in snowy days, emergency response for urban rail transit emergencies, emergency response for public health emergencies and mitigation of traffic congestion. Timely release the relevant information of the catalogue list of administrative examination and approval intermediary services.

  Promote the disclosure of the clean-up of normative documents. Timely announce the abolition and invalidation of normative documents to the public.

  Promote the openness of government services. Give play to the role of the online service platform, and disclose the information such as the legal basis, required materials, commitment period and so on of 18 commission offices, 145 administrative licenses and 86 service matters stationed in the service hall on the online service platform. Strengthen the real-time disclosure of the changes in the entry window, make full use of the functions of office inquiry and office publicity, and make real-time disclosure of the progress and results of the matters handled in each entry window, so as to enhance the timeliness and practicality of information disclosure. Compile and make public the Catalogue of Public Services in Dongcheng District, and make public 766 district-level public services and 103 street public services in 28 district departments and 10 manubrium departments, as well as service guides. Use government wechat to expand public channels, and set government wechat into three sections: government affairs openness, service, and interaction between government and people, and publish information such as work flow, required materials, work progress, and window queuing of three-level government services.

  Promote the information disclosure of social organizations. Through the "Beijing Public Service Platform for Social Organizations", the information of administrative licenses such as the establishment, change and cancellation of social organizations will be disclosed in a timely manner; According to the annual public social organization evaluation results information; Real-time disclosure of annual inspection results information and basic information of social organizations. Real-time disclosure of charitable organization identification information and access to charitable organization public fundraising qualification information.

  Promote the disclosure of state-owned assets management information. Timely disclosure of information on changes in state-owned property rights, and disclosure of information on the operation of state-owned assets, enterprise reform and restructuring, job changes of enterprise leaders, and annual salary of enterprise leaders in accordance with laws and regulations.

  Increase the information disclosure of safety production supervision and supervision. Timely release four types of safety production supervision results information: administrative license, administrative punishment, law enforcement inspection and accident investigation. Improve the information disclosure mechanism for emergency handling of production safety accidents, and timely release the emergency handling of production safety accidents.

  Promote the information disclosure of science and technology management services. Regularly publicize the list of scientific and technological projects in Dongcheng District. Regularly publicize the list of state-level high-tech enterprises in Dongcheng District. Regularly disclose the number and turnover of technical contracts in Dongcheng District.   (4) Improving people’s livelihood by making government affairs public.

  Promote the disclosure of educational information. Regularly organize the revision and disclosure of public health and family planning services, regional medical institutions’ service guides and other convenience information, so as to facilitate people’s inquiries. Timely release the Work Plan for Family Doctor Contracting Service in Dongcheng District in 2017 and the Implementation Plan for Deepening the Reform of Medical and Health System in Dongcheng District in 2017. We will promote the disclosure of information in key areas of health and family planning industry, and build a column on the portal website for information disclosure in key areas, which is divided into three categories: medical care, family planning and double randomness of administrative law enforcement inspection, and the medical care is subdivided into 12 items, 4 items of family planning and 3 items of double randomness of administrative law enforcement inspection, so as to increase the disclosure of government information in key areas. Promote the construction of medical ethics, establish an open mechanism for dealing with violations of discipline and discipline, and improve the people’s feelings of seeking medical treatment.

  Promote the disclosure of food and drug safety information. Timely disclosure of food safety sampling information, timely disclosure of "doubles" information, production and release of eight issues of "Information Disclosure Form for Combating Infringement and Counterfeiting Administrative Punishment Cases", and disclosure of the names of administrative punishment cases for manufacturing and selling counterfeit and shoddy goods and infringing intellectual property rights in the food and drug fields under their jurisdiction, the names of the punished persons, as well as the main illegal facts and the types, basis and results of punishment. Increase the disclosure of food, drugs, medical devices and cosmetics regulatory information, and timely disclose information on penalties for food and drug safety violations. Respond to hot issues of food and drug safety in a timely manner, and objectively and accurately release information such as treatment measures and progress of hot issues.

  Promote the disclosure of information on aged care services. Release the interpretation of the old-age service policy; Timely release information on the combination of home-based care and medical care; Real-time disclosure of community pension service station information.

  Promote the disclosure of social assistance information. The information on the number and capital expenditure of low-income and destitute personnel shall be disclosed on a monthly basis, the information on the number of people receiving medical assistance and temporary assistance and the information on the capital expenditure shall be disclosed on a quarterly basis, and the information on the number of people receiving assistance from freshmen in higher education shall be disclosed on an academic year basis.

  Promote the disclosure of charity information. Release information to promote the development of charity, release the interpretation of charity policy, disclose the information of charitable trust filing matters in real time, and disclose the information of charitable trust inspection and evaluation results on an annual basis.

  Promote the information disclosure of affordable housing. Fully disclose the construction information of affordable housing projects such as the 2017 affordable housing construction plan and the completion of affordable housing construction in 2017. Information such as policies, regulations and service guides of affordable housing will be fully disclosed, and relevant information such as the distribution object, housing allocation, allocation procedures, allocation process and withdrawal of affordable housing will be released, and information such as housing selection, allocation and placement of affordable housing and the distribution of market rental subsidies will be published regularly.

  Promote the transformation of shanty towns and the disclosure of information on house expropriation. Set up a column of "shantytown renovation", timely disclose the annual work plan and planning of shantytown renovation, and disclose the progress information of shantytown renovation work on a monthly basis. On the homepage of digital dongcheng website, the "Dongcheng District Public Inquiry System for Expropriation and Compensation Decisions" was set up to facilitate the residents in the scope of expropriation to inquire about information. The column of "Compensation for House Expropriation" will be set up, including the tender announcement and the information of winning the bid for the renovation of Wangtan shantytown, the first and second phases of Xizhongli environmental improvement project, and the renovation of shanty towns around Nanzhongzhou Road. Establish the website of Wangtan shantytown renovation and expropriation project, set up columns such as project dynamics, expropriation scheme, project announcement, policy interpretation, housing information, housing selection information, etc., and timely release project progress information.

  Increase the publicity of employment and entrepreneurship information. Timely disclosure of policies, measures and implementation of employment promotion, as well as the scope of implementation of preferential policies for employment and entrepreneurship, conditions for applying for various subsidies, application procedures, management and approval information, etc. Timely release supply and demand information and analysis information of human resources market.

  Promote the information disclosure of cultural benefits to the people. Timely release information on public welfare activities such as public welfare film screening, cultural performances and library reader activities.

  Promote the publicity of important livelihood projects. Timely disclose the progress and results of important livelihood projects of the district government, actively respond to the concerns of the masses, expand the participation of the masses in livelihood projects, and enhance the people’s sense of gain.

  Promote the disclosure of urban management information. Timely disclosure of information such as bicycle lanes and trails renovation, urban secondary branch road construction, dredging project construction, gas safety, garbage classification, "100 streets and 1000 lanes" environmental improvement, and muck transportation renovation.

  Promote the disclosure of environmental protection information. Improve the air environmental information disclosure column of digital dongcheng website, and release the air quality in real time according to the national air quality standards and the monitoring information of the Municipal Environmental Protection Bureau. Timely and actively disclose the environmental supervision information of pollution sources, environmental illegal cases and investigation found in the "double random" inspection. Timely and actively disclose the special inspection of air pollution prevention and control, increase the information disclosure on the progress and effectiveness of air pollution prevention and control, and disclose the ways and paths for enterprises and citizens to participate in air pollution prevention and control.   Promote the disclosure of financial budget and final accounts information. Timely disclosure of the 2017 government budget and the 2016 government final accounts information, so that the public can have a more comprehensive understanding of the direction of financial capital investment. More than 100 budget units in the whole region disclosed the departmental budget in 2017 in a unified way, realizing that all budget units using financial funds in the whole region disclosed the departmental budget except those involving state secrets. For the first time in the departmental budget in 2017, the General Table of Departmental Income, the General Table of Departmental Expenditure, the General Table of Financial Appropriation Income and Expenditure, the Declaration Form of Project Expenditure Performance Target and the possession and use of state-owned assets were disclosed to the public, and the specific use of general public budget funds in the current year was explained to the "item level" subjects for the first time, and the reasons for the increase and change of each subject were explained, and the depth of departmental budget disclosure was continuously refined; For the first time, make a public catalogue of departmental budgets and add definitions of terms to facilitate public access and supervision.

  Third, information disclosure data

  In 2017, the whole region voluntarily disclosed 53,714 pieces of government information, 433 normative documents, 5 normative documents issued by the district government and 5,785 pieces of government information in key areas. Among the government information in key areas that are voluntarily disclosed, there are 181 pieces of financial budget final accounts, "three public funds" and administrative funds information; 52 pieces of information such as the construction plan of affordable housing project, the start and completion of the project, and the distribution and withdrawal of affordable housing; Food safety standards, food production and business license, special inspection and rectification and other information 37; 1155 pieces of information such as environmental verification and approval, environmental status bulletin and major environmental emergencies; 3,730 pieces of information on government measures, disposal progress, risk early warning and preventive measures of production safety accidents; 5 pieces of information such as the items, prices, basis, implementation time and scope of government-guided prices, government pricing and adjustment of charging standards; 22 pieces of information such as audit results of budget implementation of government departments; There are 24 pieces of information that the administrative organs supervise and manage public enterprises and institutions closely related to the interests of the people, and 302 pieces of other information that the Municipal People’s Government has decided to voluntarily disclose.

  Disclosure of government information through different channels and ways: 177 pieces of government information were disclosed through the government gazette, accounting for 0.2% of the total; 24,344 pieces of government information were published on government websites, accounting for 27.26% of the total; Government Affairs Weibo made 44,491 pieces of government information public, accounting for 49.82% of the total; Government wechat disclosed 16,452 pieces of government information, accounting for 18.42% of the total; 3,833 pieces of government information were made public by other means, accounting for 4.29% of the total; .

  About 15,000 pieces of voluntary public information were transferred to the three main consulting places: the district archives, the district library and the district government service center.

  (2) Responding to the interpretation.

  In 2017, the whole region responded to public concerns or major grievances for 1816 times. The main responsible comrades of the district government and various departments attended or held 226 press conferences, 11 online interviews on government websites, 139 articles on policy interpretation, 1,093 responses to events by Weibo WeChat, and 3,995 responses by other means.

  In 2017, the whole region received 1,531 public applications according to the application. From the perspective of application methods, 630 applications were made in person, accounting for 41.15% of the total; 2 fax applications, accounting for 0.13% of the total; 149 Internet applications, accounting for 9.73% of the total; There are 754 letter applications, accounting for 49.25% of the total (the sum of classified applications is greater than the total number of applications because the same application may be submitted in many ways).

  In 2017, a total of 1,644 cases were settled in the whole region (including 2016 carry-over applications).

  From the type of reply, of the 1,644 applications that have been answered, 110 are "in the scope of voluntary disclosure", accounting for 6.69% of the total; 415 "consents to disclosure", accounting for 25.24% of the total; There were 9 cases of "agreeing to partial disclosure", accounting for 0.55% of the total.

  There were 372 cases of "disapproval", accounting for 22.63% of the total. Among them, there are 0 pieces of state secrets, 31 pieces of commercial secrets and 9 pieces of personal privacy, which are not 203 pieces of government information (including consulting matters and non-government information, etc.) referred to in the Regulations, and 129 pieces of other circumstances stipulated by laws and regulations (including cases where government information applied for disclosure has been handed over to national archives at all levels and should be handled in accordance with laws, administrative regulations and relevant state regulations on file management).

  In 2017, there were 73 administrative litigation cases against Dongcheng District Government and various commissions and bureaus, among which 48 cases were upheld or rejected by courts at all levels, 12 cases were corrected according to law, and 13 cases were under other circumstances.

  (5) Institution building and security training.

  In 2017, there was one specialized agency for government information disclosure in the whole region, and 193 places for government information disclosure were set up. 184 full-time and part-time personnel engaged in government information disclosure. The special fund for government information disclosure is 1.271 million yuan. The whole region, departments and streets held 137 meetings or special meetings on government information disclosure, held 80 training courses of various types, and received 5986 trainees.

  Fourth, the existing shortcomings and key work in 2018

  (A) the existing problems

  First, the interpretation and response of government work needs to be further strengthened, the scope of interpretation needs to be further expanded, and the forms of interpretation and response need to be further innovated. Second, the standardization of government affairs disclosure needs to be further promoted, and the system and process of government affairs disclosure need to be further improved. Third, the training of the open government team needs to be further strengthened.

  (II) Key tasks in 2018

  The first is to further increase the response to the interpretation of government affairs. Implement the relevant requirements for policy interpretation in the Guiding Opinions on Strengthening Government Affairs Openness in Dongcheng District, and ensure the interpretation of policy documents is standardized. Increase the publicity and interpretation of major policies and key tasks, and give full play to the policy interpretation role of news media and new media platforms. Actively release policy interpretation information through portals, newspapers and periodicals, news releases, online interviews, etc., pay attention to important policy documents and social public opinions after the interpretation information is made public, carefully judge and respond in time.

  The second is to further promote the standardization of government affairs disclosure. Guide the streets of all departments to formulate a full list of government affairs disclosure, and promote the work of policy interpretation, decision-making disclosure, and meeting opening. Further improve the system and process of open government affairs, formulate detailed operation flow charts for each system, establish the process system of open government affairs system, and enhance the standardization, standardization and operability of open government affairs system. Guide the regional departments to formulate and improve the corresponding institutional processes.

  The third is to further strengthen the training of the open government team. On the basis of the annual basic training, we will carry out menu-based training in different levels, groups and themes to enhance the pertinence and effectiveness of the training.
