According to the Report, as of June 2022, the number of netizens in China was 1.051 billion, and the Internet penetration rate reached 74.4%.
Internet infrastructure continues to promote the steady construction of digital society.
Zhang Xiao, deputy director of CNNIC, believes that in the first half of this year, China’s Internet development has made steady progress. This Report presents the following characteristics of China’s Internet development in the first half of 2022.
First, the Internet infrastructure continued to advance, helping the scale of netizens to increase steadily.In the first half of 2022, the scale of China’s 5G network continued to expand, and 1.854 million 5G base stations have been built and opened, realizing "5G in counties and broadband in every village". At the same time, in order to better meet the needs of the elderly and special groups, the Ministry of Industry and Information Technology has organized and completed the aging and barrier-free transformation and evaluation of 452 websites and apps to make smart life temperature and barrier-free. As of June 2022, the number of netizens in China reached 1.051 billion, an increase of 19.19 million compared with December 2021; The Internet penetration rate reached 74.4%, 1.4 percentage points higher than that in December 2021. The Internet penetration rate in rural areas was 58.8%, 1.2 percentage points higher than that in December 2021.
Second, Internet applications continued to develop, and the scale of some application users increased.Facing the complicated and severe environment and many risk challenges, we can still see that the scale of some Internet application users has achieved certain growth in the first half of this year. This Report shows that as of June 2022, the number of instant messaging users in China reached 1.027 billion, an increase of 20.42 million compared with December 2021, accounting for 97.7% of the total netizens. The number of online news users reached 788 million, an increase of 16.98 million compared with December 2021, accounting for 75.0% of the total netizens. The number of webcast users reached 716 million, an increase of 12.9 million compared with December 2021, accounting for 68.1% of the total netizens. The number of short video users was 962 million, an increase of 28.05 million compared with December 2021, accounting for 91.5% of the total netizens.
Third, the network security situation continued to improve, and the proportion of users experiencing security problems further declined.In the first half of 2022, the Ministry of Industry and Information Technology further promoted the special rectification of APP infringement on users’ rights and interests, and completed a total of 6.3 million APP tests, achieving full coverage of the on-shelf apps in mainstream application stores in China, and significantly enhancing the ability of APP governance. According to this Report, as of June 2022, 63.2% of netizens said that they had not encountered network security problems in the past six months, an increase of 1.3 percentage points over December 2021. The proportion of netizens who suffered personal information disclosure was 21.8%, down 0.3 percentage points from December 2021.
Internet penetration rate in rural areas continues to increase, and rural revitalization is accelerated.
Gao Xinmin, a member of the National Informatization Expert Advisory Committee, said that in the first half of the year, the number of rural netizens in China reached 293 million, and the Internet penetration rate in rural areas was 58.8%, up 1.2 percentage points from December 2021. China’s rural Internet infrastructure is fully covered, digital technology is widely used in rural production, and rural e-commerce is developing rapidly, which provides favorable conditions for increasing the scale of rural netizens, bridging the digital divide and accelerating rural revitalization.
First, the rural Internet infrastructure construction is fully covered.In 2021, China’s existing administrative villages realized "broadband access to every village", and in the first half of 2022, China realized "5G access to counties". The comprehensive coverage of rural Internet infrastructure construction has effectively promoted the steady increase of Internet penetration rate in rural areas.
Second, digital technology is widely used in agricultural production.At present, agricultural digitalization has been widely carried out nationwide. Next-generation information technologies such as Internet of Things, big data, artificial intelligence and cloud computing are deeply integrated with planting, animal husbandry and fishery. In May 2022, China released the first road map of intelligent agricultural machinery technology, taking unmanned agricultural machinery as the final product form, and put forward nine frontier and key technologies such as smart whole machine architecture and general digital chassis.
Third, the rapid development of rural e-commerce has opened up the urban and rural consumption cycle.In the first half of 2022, rural online retail and agricultural products online retail increased by 2.5% and 11.2% respectively. Rural e-commerce has effectively helped rural revitalization and become an important means to consolidate and expand the achievements of poverty alleviation.
Industrial Internet innovation has taken solid steps to strongly support high-quality economic development.

The scale of the industrial Internet industry has passed the trillion mark, and the role of industry empowerment, assignment and intelligence has become increasingly prominent, showing broad prospects and surging momentum. The 50th Report issued by CNNIC shows that the innovation and development of industrial Internet has become an important force to accelerate the digital transformation of China’s manufacturing industry and support high-quality economic development.
The construction of the network system has been steadily advanced.The construction of high-quality enterprise extranets has been accelerated, with nearly 2 million 5G base stations nationwide, covering 300 markets. Industrial enterprises actively use new network technology to upgrade their internal networks. The industrial Internet logo analysis system has been basically completed, with the average daily analysis volume of top-level nodes in the country reaching 150 million times, and secondary nodes covering 34 key industries in 29 provinces (autonomous regions and municipalities) nationwide.
Scale expansion of platform system construction.There are more than 1,000 industrial Internet platforms in China, and there are more than 150 industrial Internet platforms with certain regional and industry influence, and 28 enterprises have accelerated the construction of cross-industry and cross-domain industrial Internet platforms. The number of industrial equipment connections on key platforms exceeds 79 million units (sets) and the number of industrial apps exceeds 590,000.
The ability of industrial data convergence continues to increase.Basically complete the construction of the national industrial internet big data center system, make overall plans to promote the landing of nine regional and industrial sub-centers, build the key infrastructure for the gathering, transmission, storage, calculation and application of industrial data, gradually realize the integrated utilization and open sharing of data resources, and promote the marketization process of industrial data element allocation.
Security service capabilities have been continuously strengthened.Industrial Internet security technology has accelerated innovation and breakthrough, and the technical monitoring service system coordinated at the national, provincial and enterprise levels has been basically completed, and the security technology monitoring service capability has been continuously improved. The national-level industrial Internet security situational awareness platform is connected with 31 provincial-level platforms, and the pilot work of network security classification and classification management of industrial Internet enterprises has been further promoted.
The convergence application mode is accelerated.Industrial Internet applications have covered 45 key industries, giving birth to six typical application modes. There are more than 3,100 "5G+ Industrial Internet" projects under construction, forming 20 typical scenarios in 10 key industries. The entry of industrial Internet into enterprises, parks and clusters continues to accelerate, accelerating the development of large, medium and small enterprises in terms of cost reduction, quality improvement, efficiency improvement, green and safety.

As of June 2022, China’s 5G application work has achieved remarkable results, and the application of 5G and Gigabit optical networks has been accelerated to the fields of industry, medical care, education, transportation, etc., and the number of 5G application cases has exceeded 20,000; Gigabit fiber-optic broadband network coverage and service capacity improved, with 985 million FTTH/O ports, accounting for 95.2%. Mobile data traffic continues to grow rapidly, with fixed broadband gigabit users accounting for over 10%. In the first half of 2022, China’s mobile Internet access traffic reached 124.1 billion GB, a year-on-year increase of 20.2%; There are 61.11 million fixed Internet broadband access users with access rate of 1000Mbps or above, accounting for 10.9% of the total fixed Internet broadband access users.
Second, the income of Internet business maintained a positive growth, making a significant contribution to the digital economy.By June, 2022, the revenue of Internet business of information service-oriented enterprises (including news information, search, social networking, games, music videos, etc.) increased by 8.5% year-on-year. According to the Report, the internet users’ usage rates of online news, search, games and music are 75.0%, 78.2%, 52.6% and 69.2% respectively. In addition, the Internet business income of enterprises mainly providing online sales services increased by 17.8% year-on-year, which was 17.7 percentage points higher than the overall growth rate of the whole industry. According to the Report, online shopping has become an important support to drive consumption under the epidemic situation, and online payment has continued to sink to the countryside, promoting the further development of inclusive finance, with the utilization rate of netizens reaching 80.0% and 86.0% respectively.
Third, the digital economy has injected new impetus into the new development pattern of "double cycle". Since the outbreak of the epidemic, China’s economy has taken the lead in recovery, and has continued its steady recovery.
